Clinton Housing Development Company (CHDC) is a community based not-for-profit organization that renovates and manages affordable housing in the Clinton and Chelsea communities. Since 1973, CHDC has renovated over 800 affordable apartments in 80 buildings. All CHDC developments, low-rise 4 to 6 story buildings, reinforce the existing neighborhood fabric. CHDC develops apartments for rental and home ownership, and supportive housing for social service needy persons. 554 West 53rd Street:

Building Description
554 West 53rd Street is an 86 unit elevator building located on the corner of West 53rd Street and 11th Avenue. This 7 story building was fully renovated in 2007. It contains a combination of shared apartments, studios, 1 bedroom and 2 bedroom units. The public area contains a 7 day, 24 hour front desk, a large lobby, community room, laundry, roof deck, patio, community garden and rear yard.

Unit Description
Units are in shared apartments, in either 2 or 3 room suites. Each room has a locked door, closet and is pre-wired for phone and cable service. The units are located in the portion of the building that is a converted school. Ceiling heights range from 9 to 12 feet with exceptionally large windows. Units have either street or garden views.

Shared facilities within the suite are a bathroom, full kitchen and limited common space. Each room has a separate rent stabilized lease. There are 3 units available.

300 West 46th Street:

Building Description
300 West 46th Street is a 5 building complex with a single entrance and elevator. Containing 70 units, it is staffed by 24-hour, 7-day a week front desk, resident manager and superintendent. The building also has a lobby, community room and rear garden. 52 units are fully accessible to the disabled. The units are a combination of 1 bedrooms, studios, and 2 and 3 room SRO suites. All units are rent stabilized.

Unit Description
Private living spaces with shared kitchen and bath, arranged in 2 or 3 person suites. All units have hardwood floors, tiled bathrooms, ceiling fans, house phone and kitchens with wooden cabinets, electric cooktop, refrigerator, and microwave/convection oven. All units are furnished. There is 1 unit available.

Rent is either $550 or $697 Monthly

Income requirements:
Minimum Annual Income $19, 800
Maximum Annual Income $32, 280

Low Income Housing Tax Credit: The private investment, through Federal Low Income Housing Tax Credits, requires a certain percentage of each development be occupied by low income and very low-income eligible tenants (see income limits above), usually referred to as Tax Credit units. This type of funding requires annual tenant income certification for a 15-year period.

Selection Process
Applications will be taken by referral from community organizations, social service organizations and trade unions. Applicants with a referral letter from any organization receiving this posting can pick up applications at 300 West 46th Street, front desk, from Tuesday, July 29th, 2008 through Wednesday, August 6th 2008.

All applicants will be able to view the available apartments. Applicants will then be required income documentation and interviewed. Credit checks at applicant’s expense are required.

Please be aware, these affordable apartments are not subsidized. They are not Section 8 apartments, rents are not based on 30% of annual income. These rental apartments are rent stabilized, with 2-year leases with increases based on rent stabilization guidelines. If household income increases there is no additional rent charged, if household income decreases, there is no additional rent subsidy.
